  I have seen both the Steel # 9106 and Aluminum # RV-626-062 Pop-Up Vents used in a open position to allow the air to blow into the trailer while driving. While I do not see the manufacturer having any kind of speed rating on these I would be hesitant to the speed or having them opening forward depending on the material you are mounting it to.   The top of the Exterior Pop-Up Roof Vent # RV-626-062 has 3 flanges that a metal bar runs through. This holds the top on because the metal bar does not fit through the top to come through. This metal bar is also what allows it to open on either side, the metal bar slides to one side or the other to pop the top open. The vent itself would be held on by 12 screws (not included).   I went to the warehouse and pulled the 2-Way Pop Up Ventilator, # RV-626-062, and checked to see if there is a gasket in the opening of the vent and there is. This should keep weather out of the vent when closed. I did a short video showing the gasket and how the ventilator works to open in either direction.   What you described are rivets. They have to be drilled out as they don't have a nut or screw that unthreads. You want to find a drill bit thats about half the diameter of the rivet and then drill it through the rivet to pop it off.

  I went and pulled a trailer roof vent # 9106-2756 from the warehouse. I used a magnet to check to see if it was steel and the magnet immediately stuck. This is not a fool-proof way to determine material but given the other characteristics of the vent, the black powder coat, that is a strong indication that it is steel. We have a similar aluminum model, # RV-626-062.

  You will want to make an oblong opening in your van that is 11-1/8" long x 5-1/2 wide. If you have access to a hole saw this size for a drill the wold be the cleanest way to cut the hole. A smaller hole could be used though you will get less airflow. Using a silicone sealant like part # 0160297 is recommended to prevent water intrusion.
