How Does the Top of the Exterior Pop-Up Roof Vent Stay On

Question:
My question is how do you keep the top of the vent from blowing off in high wind if it opens in two directions. I have these on my horse trailer and two of the top covers blew off in a high wind going downtown he highway. I do not see any bolting or attachment to the trailer itself on the demo video.

The top of the Exterior Pop-Up Roof Vent # RV-626-062 has 3 flanges that a metal bar runs through. This holds the top on because the metal bar does not fit through the top to come through. This metal bar is also what allows it to open on either side, the metal bar slides to one side or the other to pop the top open. The vent itself would be held on by 12 screws (not included).
I have included a picture that shows the metal bar running through the flanges.
