I have a solution for you. I called my contact at Bulldog Winch, and he said that they have not tested the fit of a Bulldog Winch Off-Road Winch Mounting Plate for Toyota Tacoma # BDW23001 on a 2013 Toyota 4Runner. However, since this winch mounting plate was customized for 2016-2019 Gen III Tacomas, the mounting plate will most likely not fit a 2013 Toyota 4Runner without drilling or possible welding.
With that being said, I recommend the Curt Trailer Hitch Electric Winch Mount Plate # C31010. The Curt Mount Plate shank has 3 adjustable mounting holes to accept a wide variety of winch models. The Curt Mount plate will work with 2-inch trailer hitch receivers. If you need a hitch receiver for your 2013 Toyota Tacoma, I recommend the CURT Front Mount Trailer Hitch Receiver - Custom Fit - 2" # C31054. With the CURT Front Mount Trailer Hitch, all hardware is included, and the installation is a simple bolt-on attachment.
