  I have another solution but the Brophy Swiveling D-Ring Anchors part # RR6K-4 do not have weep holes designed into them. I agree that they are a great idea and should have them. I have installed these in the past and drilled my own holes to ensure proper drainage I then touched up the holes with clear spray paint to help keep rust away.   I do have a solution for you, but I think welding something to the floor is going to really limit where you can place things to have them tied down. I don't think you're going to be able to get away from the issue with galvanic corrosion since most tie downs are going to be steel, you can still use a steel system on the aluminum floor as long as there is some sort of barrier between the two surfaces-rubber, plastic, wood, etc..
