So since you measured from the top of where the ball fits into the coupler you'd need to subtract about 2 inches from that so you'd have 17 inches.     The two dimensions needed to be compared when picking out rise/drop ball mount is the top of the hitch opening down to the ground as well as the bottom of the coupler lip on the trailer down to the ground when the trailer is level.
