So since you measured from the top of where the ball fits into the coupler you'd need to subtract about 2 inches from that so you'd have 17 inches.   We haven't tested using an Ark Articulating Coupler # AR44FR with a Curt Adjustable ball mount like the # C45902 and I don't think this is going to work because of the limited clearance from the hitch ball to the channel.
