You don't want to go down in capacity so you're looking at moving to 5,200 lb replacement axles.     The # K23-478-00 and # K23-479-00 Dexter brake assemblies you mentioned are not compatible with your AL-KO T-44 axle.     I did some research on your 2004 Keystone Cougar and it looks like it's a tandem axle trailer with a dry weight of 7,340 lbs. Keystone almost always uses Dexter axles so the correct brake assemblies should be 4,400 lb rated 10 x 2-1/4 inch brake assemblies like the part # K23-478-00 for the left hand side and part # K23-479-00 for the right hand side.     I spoke with a representative of Dexter who told me that the 4 mounting flange bolts on the Dexter Nev-R-Adjust Electric Trailer Brake Assembly # K23-478-00 (left hand) and # K23-479-00 (right hand) who was unable to confirm the specific torque specs of these assemblies. However, based on similar assemblies from Dexter we do know that in the past the recommended torque is between 45-70 foot lbs.

    The 2-7/8 inch square bolt pattern that you need is a very common bolt pattern for 4-bolt brake assemblies that are 10 inch in diameter. The # 23-454 that you referenced uses a smaller bolt pattern at 2-13/16 inch by 2-13/16 inch which was common for brake assemblies made before 2009. The # K23-478-00 that you also referenced does not use a square bolt pattern at all so what you'd really be in need of is # 23-27 for the right hand side and # 23-26 for the left hand side.

    The mounting studs on trailer brake assembly # K23-478-00 are 7/16 inch requiring the 7/16 inch nut # 6-17. You would also want to use lock washer # 5-8. This is a standard size for 10x2-1/4 inch brakes. The outer diameter of the nuts is larger of course so it is not surprising that the wrench you used was larger.

    The AL-KO company was bought out by Dexter, so he may have been thinking Dexter axles which the # K23-478-00 and # K23-479-00 would fit with the 4 bolt mounting pattern. The K23-538-00 and K23-539-00 are the correct ones for the AL-KO T-44 axle, as you mentioned but they have been discontinued. The only option is to replace the axle(s).
