Question:

The tire is a ST 175/80 D-13. I am replacing the tires with ST 175/80 R -13 if that matters. 4 lugs Do you have a baby moon type hubcap that will fit?

I cannot find any baby moon hub caps for your 13" wheels. The ones that I do see, the wheels have 3 bump outs on the wheel themselves that I do not see on your wheel. These bump outs are needed to hold the baby moon hub cap in place. You can see them on the Dexstar Conventional Steel Wheel # AM20214.

They also specify that the Baby Moon Trailer Wheel Center Cap # AM90086 will only work on a 5 lug wheel and I do not see one for a 4-lug option so this may be something that is not built into 4 lug wheels.

I can help you to change out the hubs on your 1976 Scamp to fit the 5 lug Dexstar Wheels # AM20214 so that you can fit the Baby Moon Trailer Wheel Center Cap # AM90086. I will need to know more information on your current hubs. If you can get me the numbers from your current bearings and grease seals or identify the measurements on the spindle for those parts(see included image), I can help you find new hubs.

If you are still looking at tires I recommend the Karrier ST175/80R13 Radial Trailer Tire # AM10199 as it matches your current tire that is load range C. The radial construction is much better for tread life as well as providing better road handling characteristics on the highway.
