I have drive over fenders on the trailer so I would like them to be as low as possible

It all depends on how much the suspension travels but I would say unloaded you would want at least an inch from the tops of the tires to the bottom of the fenders. Keep in mind though that over time the springs will flatten out some, as much as half an inch, so keep that in mind years down the road.
You could also add some suspension enhancement, # TTRA1032, rated for 7,000 pounds, which will help with support and ride quality. And it will prolong the life of the suspension. For a tandem axle trailer you would need two kits.
