  You are correct. As you can see in the attached pictures you want to keep the tie down in the E-Track # E19148 in the same direction. Perpendicular pull is okay as long as you mean straight out from the track. The only time that you can really get away with using the strap to secure something that is not in line with the E-Track is when it is used in conjunction with E-Tracks and straps going the other way.   In order to achieve the full capacity of the ratchet straps and the track, the direction of the pull should be parallel to the direction that the e track is running. How much the capacity would be diminished by pulling 90 degrees to the side will depend on the weight of the load.   There isn't a set rule, but I'd recommend bolting the e-track into place. The distance between fasteners will depend on the nature and structure of the floor of your trailer. If the metal floor has a sturdy wood backing, I'd attach the e track about every 6 inches or so, making sure that some of the fasteners are going into the frame members of the trailer if possible.
