When installing the Erickson Horizontal E-Track you will not necessarily need to cut it but it depends on the angle of the dip. If it is just a gradual dip there should not be any issues and you should be able to install it without cutting. Painting it should also do a good job of preventing corrosion and in regards to the backing I do recommend using the E-Track Backing Plate # BPEZ instead of a large fender washer.
