I checked with Curt and their T-Connector Vehicle Wiring Harness item # C56434 fits the PHEV models of the 2023 Mitsubishi Outlander that do not have the tow package.
The Curt T-Connector Vehicle Wiring Harness item # C43WR does not fit the PHEV models just the standard 2023 Mitsubishi Outlanders.
