The Curt part number 13453 and our part # C99FR are the same hitch and will fit on your 2021 Toyota Highlander. We often use our own part numbers, so this is the only difference; you're still getting the same high quality Curt hitch for your vehicle.
If you're going to be towing with your new hitch you'll also need a wiring harness, ball mount, hitch ball, hitch pin and clip. For the wiring I recommend using the Curt # C59236, which comes with quick splice connectors and uses a powered converter to help protect the electrical system on your Highlander.
For a ball mount and hitch ball you'll need to know the type of trailer you're going to be towing, the coupler size and the rise/drop that you're going to require. Our ball mount kits like the # 989900 are a great choice if you don't have a trailer but want to be prepared to cover a few different potential setups since they come with multiple ball mounts with varying rise/drop and multiple hitch balls, plus the hitch pin and clip.
I've linked our entire selection of those, plus a helpful article that explains how to measure for a rise/drop ball mount if one is needed that you also might find helpful.
I've linked some installation videos of these parts for you to check out, as well.
