Hi Thomas!
We definitely have hitch options for your 2021 Toyota Highlander XSE. Our site is a little confusing with how we break that out as not all will fit the XSE model, but most will actually fit whether you have it or not.
So with that said, here are your options that we know will fit the XSE models:
Trailer Mate Trailer Hitch Receiver - Custom Fit - Class III - 2" # TMT67FR
etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" # e75ZR
EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - Class III - 2" # EH35VR
B&W Trailer Hitch Receiver - Custom Fit - Class III - 2" # BW62PR
TowSmart Trailer Hitch Receiver - Custom Fit - Class III - 2" # TS56VR
These are all very similar to each other and have the same weight ratings (though the B&W and EcoHitch have a higher tongue weight rating of 750 pounds), and are 2" Class 3 hitches. All of these are American made, but I must admit to preferring the etrailer option, and not just because it's ours. The matte black finish it has tends to blend in better than the gloss finish other manufacturers use, so I think it looks more OEM/factory.
What are you going to be using the hitch for?

On my 2024 Highlander. The hitch is heavy duty. I did the install. It took me about 1½hrs. It is hidden somewhat. I put an additional brake light in the reciever. When Im not towing. Nice hitch

We have a 2023 Highlander Hybrid Platinum. This model has 20" rims so the spare takes up more room under the car than a standard size tire and rim, leaving very limited space to hide the hitch frame for many of the hitches. I'm glad I discovered that before I actually bought an incompatible hitch. On the advice of eTrailer tech support we selected the eco-hitch. Instructions were clear, installation was straightforward. I agree that watching the video for your specific vehicle and hitch is time well spent. I recommend having someone available to help you lift the hitch into place while you get the bolts started. The light kit was easy to install and since we don't plan to tow (we use if for the bike rack) I left the external factory wiring harness weatherproof cap on the car and put the pigtails for the light adapter in with the spare in case we need it. The only part that shows is the receiver and safety chain loops. An added benefit to this hitch is that the receiver is stainless steel so after the paint wears off with some use it shouldn't rust. We're very happy with the whole process and thankful that e-Trailer tech support pointed us in the right direction.

In my experience you can trust Etrailer when they tell you a particular hitch will or won't fit. This hitch fit my 2023 Highlander XE perfectly, but I did make note that it would not fit the XSE. I also find it very helpful to view the installation video before buying, and I've done that while under the car to be sure that what's pictured matches what I see under my own car. The EcoHitch came with all necessary hardware and instructions, including torque specs. I installed this one after doing the same in my 2017 Subaru Outback. Both are flawless. I hope this helps.
