I did some research in the owner's manual for your 2008 Outlook that it can be flat-towed. On page 4-28 of the owner's manual it explains the steps you need to take when preparing your vehicle for flat-towing. I will make the recommendations for the parts you need to tow your Saturn.
There are several items you need when you flat-tow a vehicle. First I recommend the Roadmaster EZ Base Plate Kit, part # 523149-1.
For a tow bar I recommend the Roadmaster Falcon 2 Tow Bar, part # RM-520.
For safety cables I recommend part # RM-643.
If you are not planning on towing your Outlook often I recommend magnetic towing lights like part # TLL21RK.
For a more permanent lighting option I recommend part # RM-154.
When you flat-tow your Outlook you will need a fuse bypass like part # RM-76517.
Since most states require a supplemental brake system I recommend the Stay-IN-Play DUO # SM99251.
If you are not using magnetic lights you will also need part # RM-88400 so that the towed vehicle brake signal does not override the turn signal from the towing vehicle when applying the brakes during a turn.
