Is C59496 the correct item I would need to get the lights working on a trailer? Is ETBC7 the correct item I need to wire up a brake controller? Just need some confirmation that I got things right. Thanks.

For your 1999 Dodge Ram 1500 that does not have any trailer wiring at all you would first want to start with the part # 118329 as it is a 4-way like what you referenced but it is a custom fit harness designed to specifically work on your vehicle. The one you mentioned is a universal kit that could work but would be much more difficult to install.
From there you would need to convert the 4-way to a 7-way so that you can install the brake controller. For that you will want the Brake Controller Install Kit and 7-Way Adapter part # ETBC7.
For a brake controller I would recommend the Prodigy P2 Brake Controller part # 90885. This is our best selling brake controller because of how well it works and how easy it is to setup.
