  The best option I have to replace the fender on a boat trailer with 13" wheels is the Fulton Single Axle Trailer Fender part # F008573. In regards to installation, it's going to take some modifications to either the fender or mounting bracket but it's you only option because exact replacement parts for such an old trailer and going to be next to impossible to come by.   Fulton does not provide mounting bracket kits for the fenders. You can use your fenders original mounting brackets or use L brackets to mount the fender to your trailers frame.   I'd recommend using Redline bolt-on fender brackets, part # PF1135-BKT-2. The brackets will mount as shown in the provided photo using U-bolts that are sold separately. The U-bolts needed will depend on the height and width of your trailer frame.
