If the backing plate isn't supposed to be welded to the trailer then how do I weld this?

There is a flange on the Tandem Axle Trailer Fenders w/ Backing Plates # HP82VR that overlaps the backing plate that you'll use for the welding surface.

When it comes to welding, we always recommend having this done by an experienced welder.
