Is it ok to use 1000 lb. spring bars with a 1500 lb. rated Curt Tru Trak hitch? The tongue weight of my RV varies from 800 to 1100 lbs. depending on whether I am carrying a full load of water or not with the rest of the cargo. Or, is the 1500 lb. unit good for the stated conditions?

It is not ok to use the 1,000 lb spring bars with a 1,500 lb Curt TruTrack Hitch # C17501. The 10K and 15K hitches use a different head unit, so the bars are not going to be interchangeable. You would have to change out the bars, the head unit and hardware. The shank and the frame brackets are the only components that would be interchangeable.
Out of those two options, we definitely recommend the 1,500 lb TW unit. You may be slightly under the specified weight rating at times, but it is much better to be a bit underweight, than to be over the weight capacity.
We do offer a few other weight distribution systems which will work with a larger range of tongue weight, like the Blue Ox 2-Point Weight Distribution System # BLU75FR. This is made for trailers with a tongue weight between 800-1200 lbs. So you would be within the specified range at all times.
If you are set on going with the Curt, which is a great WD system, then the 1,500 lb TruTrack # C17501 will be the way to go.
