I need some new tires and wheels for my PWC trailer. Size 4.80-12, but should they be load range C or B?

That's going to depend on the weight of your PWC and trailer, but I'd go with a load range C # TT48012C since the two are rated pretty close to be honest.
A 4.80-12 tire in load range B like the # AM10060 is rated for 785lbs per tire, where the load range C # TT48012C is rated for 990lbs per tire, and is a radial tire instead of the standard bias ply which will have much better tire wear and run cooler on the highway due to it's tread construction. Heat is the main killer of a tire so running cooler is always a good thing.
