Hello William.
The first thing you need on your 2021 Toyota Highlander XLE Hybrid to tow is a hitch receiver. For a hitch for your 2022 Kia Telluride, I recommend the etrailer Trailer Hitch Receiver - 2" # e75ZR. The etrailer hitch is compatible with your XSE Hybrid model and comes with all mounting hardware required for a bolt-on installation. As far as weight capacity, the hitch has a 500 pound maximum tongue weight and a 5,000 pound gross towing rating. In order to confirm whether your vehicle can accommodate this much weight, I recommend confirming your vehicle's weight capacity with you owner's manual. In addition to the hitch, you will need a ball mount like the etrailer Ball Mount w/ Pre-Torqued 2" Ball - 2" Hitch - 2" Drop - 10,000 lbs # e99DR.
As far as wiring, if you need just brake lights/signal lights alone, you will only need the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # TK99FR (if you do not have a 4-way already). The T-One includes a ModuLite power converter to ensure that your vehicle's wiring matches that of your trailer. If you are looking to add a brake controller to the trailer, you will need the Universal Installation Kit for Trailer Brake Controller - 7-Way RV and 4-Way Flat # ETBC7 in addition to the T-One.
To add a brake controller, I recommend the Tekonsha Voyager # 39510 or the Curt Echo # C51180. Both of these controllers are proportional controllers which means that the controller activates the trailer brakes in proportion to your vehicle's braking action. The Voyager is more of a traditional-style controller than requires mounting into the dashboard of your vehicle near the steering wheel. On the other hand, the Curt Echo allows you to control the settings of your controller with the ease of your Smart device.
