Can these brackets be used on Fulton 008582 fenders? If not please advise which I should purchase.

I have a great solution for you. Unfortunately, the Mounting Brackets for Trailer Fender - 8" to 12" Wheels # CE26065PGA will not fit for mounting your Fulton Single Axle Trailer Fender with Top and Side Steps 008582. However, the parts that you need are Galvanized Steel, U-Shaped, Bolt-On Brackets for Plastic, Single-Axle Fender # PF1135-BKT-2. I went ahead and attached an image of how the brackets will install on the Fulton fenders.
