I am looking at at 2021 Toyota Highlander HYBRID. Ill need a hitch and 7 pin connector to control the brakes on a small trailer. Whats involved in adding the brake controller? Thanks

I recommend the Curt Trailer Hitch Receiver # C45CR. This is a confirmed fit, Class III hitch for your 2021 Toyota Highlander Hybrid. This has a Tongue Weight (TW) of 900 lbs. with a Gross Towing Weight (GTW) of up to 8,000 lbs.
To install a 7-way trailer connector to your 2021 Toyota Highlander first, there needs to be a 4-way, the T-One Vehicle Wiring Harness part # TK74FR is what I suggest. This is a plug-in-play wiring harness that is a confirmed fit for your vehicle. Then, you can adapt it to a 7-way with the 7-Way RV Upgrade Kit part # ETBC7L.
For a brake controller I recommend the Curt Echo Wireless Trailer Brake Controller part # C51180. With this option your electrical would be almost entirely plug-in-play.
