Are the submersible trailer lights guaranteed against leakage?

I have an explanation for you. Light kits like the LED Combination Tail Light Kit for Trailers under 80" Wide - Submersible part # TLL56RK and other submersible trailer light are actually a little confusing. They are not completely sealed, if fact it is just the opposite there are drain holes on the light that will allow for the water to drain out of the lights after they have been submerged. On incandescent type submersibles there is a thin plastic shield around just the bulb to keep cold water from hitting a hot bulb causing damage to it.

So in my mind it is a little backwards. I originally thought years and years ago they were impervious to water where really they are designed to release the water after it gets in.
