What you are experiencing is called Hot-Skin and it is extremely dangerous. Hot-Skin occurs when the ground wire on a Camper's shore power feed is interrupted somehow. That allows even normal leakage currents inside of a camper to create a stray voltage on the entire RV, including its “skin,” chassis, wheels, hitch and tow vehicle. Your picture is a little blurry but from what I can see it looks like a clearance light that fits into a grommet that fits a hole in your RV. How they normally install is you put the grommet into the hole and then push the light in after from the front. If you can access behind the light you should be able to push it out or you can pry it out from the front. These ground through a white wire but you can run that white wire's ring terminal to the mounting screw and you can ground it in that way. Yes. The tail lights on the Malone Microsport trailers like the # MPG460XT are submersible. You can use the # TLL28RK to replace these lights with another submersible light or go with a completely sealed and waterproof light set with the # TLL9RK. I am unable find any lights like these that have the 4 wires for attaching to the light. You should be able to test each of the wires for their function using a 12 volt battery and connecting the wires directly to the terminals. My only concern is that your lights were set up to have separate brake light functions and that is why you have 4 wires. When mounting the WesBar Wraparound LED Tail Light part # 271594 and part # 271595 upside down there would be a drainage issue but it is not something that can't be overcome. This is because they have a drain at the bottom of the light to let the water run out after they are submerged this is generally a small notch in the lens.

Since you are keeping your current taillights on your Grand Design 303RLS I recommend the ThinLine LED Trailer Tail Light # STL64RCB over the # STL64RB as they have a clear lens. When you use these during the day there will be a more pronounced difference with the clear lens. By keeping your taillights you maintain the red reflectors that are required.

I'll start out by saying that you don't necessarily have to use the same sized lights, but it's occasionally helpful when it comes to mounting them. However, if you're not replacing like for like, the odds that your new lights will have the exact mounting pattern or method is unlikely. It sounds like your looking for the replacement bulb capsule assembly. This part has been discontinued but Wesbar offers a replacement incandescent lamp as part # 403026 for the driver's side or # 403076 for the passenger side. The lamp is fully submersible.

From all the photos I saw online, it looks like Floe used grommet mounted 2-1/2 inch marker lights and standard 6-1/2 by 2-1/2 inch oblong taillights.
If that's the case, for the amber 2-1/2 inch I would recommend # MCL59AB and # MCL59RB for the red marker light. The lamps use a standard # A55GB grommet to mount. The grommet is a fit for a 3 inch diameter rough opening. The lamps are designed to be used with a 2 pin pigtail like part # A49PB.
