Per the 2015 Ford Focus owners manual, "You can tow your vehicle with all four wheels on the ground or with the front wheels off the ground by using a tow dolly. If you are using a tow dolly, follow the instructions specified by the equipment provider."
Parts needed to flat tow and some examples include the following.

Tow bar Commander, # DM9511012
Bulb and socket kit, # RM-155
7-Wire to 6-Wire Coiled Electrical Cord w/ 6-Way Round Plug # DM9523054 to connect this lighting solution to your tow vehicle.
