I would recommend the Roadmaster XL Base Plate Kit, item # 1541-1, for your 2003 Honda Element. The XL style base plate kits offer the versatility and provide mounting options for many of the accessories people decide are needed once getting started flat towing, like the Roadmaster Guardian Rock Guard, item # RM-4000.
The Roadmaster Falcon 2 Tow Bar - 6,000 lbs, item # RM-520, is designed to work with the XL base plates and includes the quick disconnects needed to quickly and easily attach and detach the tow bar from the towed vehicle, and make the base plate arms easily removable.
The MX base plate kits are designed for vehicles with heavy duty frames that can handle being towed without a cross bar support. Also, they do not have attachment points for many of the accessories that Roadmaster offers, and may be desired in the future.
I feel that you would protect your Honda Element frame better using the Falcon 2, item # RM-520, with the support bar, so that is why I recommended the XL Base plate kit.
