I have a 1995 Dodge 3500 dually, fwd, diesel, with the standard step bumper. I want to go with the best hitch. Can you tell me what the difference is between the C15319 and the C15318 please?

We offer three Class V Curt hitches for your 1995 Dodge Ram 3500 4WD Dually Diesel that can be seen on the linked page. All share the same 2400-lb tongue weight (TW) and 16K maximum trailer weight ratings, and all increase to 17K GTW if used with a weight distribution system.
The difference between Curt hitches # C15318 and # C15319 is that C15318 installs without drilling while C15319 may require some drilling due to vehicle manufacturing variances. I have linked a video for hitch C15318 showing installation in a 1995 Dodge Ram Pickup.
