On the Roadmaster site in reference to the RM-61 and RM-61-125 they say they are to be used for flat towing only. Do they mean strictly on level ground, i.e. no mountains?

Actually the term flat towing refers to towing a vehicle behind another vehicle with 4 wheels on the ground. If you aren't familiar with flat towing I can easily see how you drew that conclusion. I attached a help article on flat towing for you to check out if you wanted to see what it's all about.
So basically the # RM-061 and # RM-061-125 would only be for use on a tow bar when a vehicle is being flat towed.
For an anti-rattle device that would work for standard towing applications you would want the Anti-Rattle Trailer Hitch Receiver Lock # 63232 which will eliminate the movement of the ball mount in the hitch and also acts as a hitch lock.
