Why cant this be used for towing?

The MaxxTow Anti-Rattle Clamp has not been tested or rated for use when towing a trailer. Because of that it should only be used for hitch mounted accessories such as bike racks or cargo carriers. So basically, since they have not tested it for towing, they can't rate it for towing and that is where that note on the product page came from.
For an anti-rattle device that you can tow with and costs about the same as the MaxxTow I recommend # 63232. This will work with a ball mount that has a hollow shank. It also doubles as a hitch lock. The block and spring fit and stay inside of the ball mount shank.
If the shank is solid, then I recommend the inexpensive and basic anti-rattle device # GY88XR. It essentially wedges itself between the ball mount shank and the inside of the hitch receiver to reduce or eliminate any play. I have included links to videos on both devices for you.
