You will need at least 3" from the top of the tire to the bottom of the fender in order to allow for proper suspension travel.   For your application I recommend going with the Double-Eye Spring for 6,000-lb Trailer Axles # e94SR which is a 6-leaf setup with the 26" eye bolt spacing you're needing. This is the only size available in the 6K weight rating and 26" bolt centers so it's really the only way to go.
