It is unusual that the rubber piece would be too big. Would it be possible to confirm your tire size and send a picture of how the chains fit on your tire?

These have built-in tensioners, but I definitely agree you should install on level ground. Once you pull forward a little bit you should retighten your chains for a snug fit.
