I need a tow bar that is safe and affordable, including all the parts required by law and common safety sense. Any thoughts?

There are several parts needed to flat tow a vehicle like your 2004 Acura MDX. I will try to list the most economically priced options that would work for you.
First let's start with a base plate kit. For that you want the Demo base plate part # DM9517122. This works with the Commander Tow Bar part # DM9511012. The Commander includes safety cables and actually gives you 1-1/2 inches of either rise or drop so you may not need a high-low adapter. If you still do I've linked our selection and an article to help you determine the rise or drop you need.
Next we have tow bar wiring. This is what controls the turn signals and brake lights of the vehicle being towed. For that I would recommend you go with a magnetic kit like part # TL21RK.
And finally, most states now require supplemental braking in the vehicle being flat towed. One of the lowest priced systems we carry is the Roadmaser portable system part # RM-9400. With a portable system you don't have to install it so you're saving money there. Although you do have to set it up each time you tow.
