To determine if the Dexter Trailer Hub and Drum Assembly for 3,500-lb E-Z Lube Axles # 84656UC3-EZ is the correct fit for your trailer you'll just need to check the grease seal and bearings. This hub/drum kit uses inner bearing # L68149 (1.378" inner diameter), outer bearing # L44649 (1.063" inner diameter), and grease seal # 58846 (1.719" inner diameter). If we look up the 8-249 number stamped into your drum it comes back with the same bearings and seal so you would likely be fine but it's always best to double check.
You can remove the hub and take a look at the seal and bearings to see if the number stamped into them is still legible enough to read or measure the spindle with a set of calipers at points B, C, and D to confirm.
