Yes, the Curt Custom Base Plate Kit # C32KR will work with the factory standard bumper on your 1999 Jeep Wrangler TJ. These removable mounts are going to be compatible with Blue Ox tow bars like the Avail Non-Binding Tow Bar # BX7420.
The Hopkins Custom Tail Light Wiring Kit # HM56202 will allow you to plug and play your TJ tail lights to work with your motorhome tail lights. This will come with a 4-way flat connector but I recommend using the Roadmaster 7-Wire to 6-Wire Flexo-Coil Kit # RM-146-7 and cutting off the 4-way to wire into the 6-pole connector. This will allow you to add a Charge Line # RM-156-25 which will maintain the vehicle battery while you are driving.
The Blue Ox Patriot Braking System # BLU37TR will allow you to use the brakes in your Jeep to assist your tow vehicle under braking. This will help to save the brakes on your motorhome from excessive wear and is required by most every state depending on the weight of the vehicle.
