I looking at a 2019 Hyundai Elantra with a manual transmission for flat towing behind my RV. Is this possible? I seem to find conflicting answers on the internet?

Yes, you can flat tow the manual transmission models of the 2019 Hyundai Elantra. You would need theBlue Ox Base Plate Kit item # BX2343 you were looking at. This kit has removable arms and a hidden design that provides a clean, seamless look.
You will also need the following parts to flat tow your Elantra:
Tow Bar - Roadmaster Falcon 2 Tow Bar - Motorhome Mount - 2" Hitch - 6,000 lbs item # RM-520
Safety Chains - RoadMaster 68" Single Hook, Coiled Safety Cables - 6,000 lbs item # RM-643
Wiring Harness - Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit item # RM-15267
Supplemental Braking System - Blue Ox Patriot Radio Frequency, Portable Braking System item # BLU37TR
High Low Adapter - The tow bar needs to be within 3" of level. If you measure the height of the inside top of the hitch receiver tube on your RV, and the height difference is more than 3 inches above/below the base plate tab height, you'll need a high/low adapter.
