I am looking at a cargo carrier with tail lights for my 2022 Rav 4. What do you recommend and what hitch and wiring harness do I need?

For your 2022 Toyota RAV4, a great hitch that will give you the ability to haul a cargo carrier is the EcoHitch - 2" # EH97FR. Since this is a 2-inch hitch, it will be compatible with most cargo carriers with tail lights. The EcoHitch comes with a hidden crosstube which eliminates the eye-sore that comes with bulky visible crosstube fitments. The hitch is 100% made in the U.S.A.
As far as the carrier itself, I recommend the 24x60 Reese Cargo Carrier # 63153 along with the Light Kit # 20174. The Reese carrier comes with a 300-pound maximum weight capacity and measures 12-3/4" inches from the center of the hitch pinhole to the platform, so there will be no issues with bumper clearance. Also, you have the ability to add an anti-rattle locking hitch pin with the # 63232. The light kit will give your carrier extra visibility. For a great cargo net, I recommend the # H9500100.
For the wiring harness, the part you need is the Curt T-One Connector # C56434. This harness will give you the ability to hook up the light kit that goes to the Reese cargo carrier.
