Question:

Thinking of a hitch mounted cargo rack. Is there an issue if cargo blocks rear license plate? Do you sell turn signal brake light kit for racks?

What we've found is that even if your license plate was covered with a cargo carrier like the Reese part # 63153 you won't get in trouble as it doesn't seem to bother anyone. Also worth mentioning is that this carrier isn't super obstructive so it wouldn't block much. I personally have driven with a large enclosed cargo carrier totally blocking my rear license plate for months at a time and not had any issues at all.

We do have a light kit that will work with this carrier with the part # 98174LED as well.
