Toyota said I would need a converter for the factory hitch does this one require one too?

If your Highlander doesn't have the factory tow package, you'll need the two piece trailer wiring harness assembly like the # TK99FR from Tekonsha. The wiring assembly includes both the taillight converter and the 4 pole trailer wiring harness. Both portions of the assembly are necessary if the vehicle wasn't equipped with the tow package.
The Curt # C99FR Class III hitch you'd looked at would be a great choice, you'll also need a ball mount like # D-4 and a trailer ball like # 19260 for a 1-7/8 inch or # 63845 for a 2 inch ball and a Hitch Pin and Clip item # PC3.
