I dont have a tow loop on my car. The hitch is at a downward sloping angle when loaded and wriggles a bit. Do you have any suggestions?

The # C11424 Curt Trailer Hitch Receiver requires the factory tow loop as shown in the instructions for hitch installation. Most are equipped with the tow loop but unfortunately your 2018 Hyundai Elantra was not one of them. Without the tow loop, the hitch won't be securely attached to the vehicle making it unsafe.
To carry bikes on your 2018 Elantra Sedan, you could use a trunk bike rack like the Yakima FullBack # Y02634.
