The etrailer cargo bag part # 988501 would be a great option for a water resistant cargo bag to fit the hitch cargo carrier part # C18100 that you referenced.
The difference between water resistance and water proof in this case is that the bag would keep contents dry as long as weren't planning to submerge the bag under water.
