There is power from the running lights but not enough to power the camera when hooked up to a 2015 Silverado.

The Furrion 7-Way adapter part # FR87PR that you referenced is exactly what you need for the problem you described. This was designed to provide more current for the running light circuit so that the Vision S system's side cameras will function.
Another solution is to splice in the PWM Filter # VGR64VR behind the camera to provide a steady current for proper operation.
