I'm looking for an easy to install hitch and and a 4 bike rack. I don't need a super expensive rack though so what can you recommend?

The hitch I recommend for you is the etrailer Trailer Hitch Receiver # e98836 since it bolts to the existing holes in the frame of your 2016 Jeep Patriot and requires no drilling. It will give you a standard 2 inch receiver for a bike rack and its cross tube is hidden behind your bumper, so it looks nice and clean.
For a 4 bike rack that is both budget friendly and very functional, your best option is the Swagman Trailhead 4-Bike Rack # S63381. Keep in mind that if any of your bikes have alternative style frames, like what women's and children's bikes often do, you'll need to pick up a bike adapter bar # 64005 for each. This will provide a straight tube from which to safely hang the bikes.
