It is very likely the Brophy Clamp On Camper Tie-Downs - Bed Mount # HSAB will fit your 1999 Dodge Ram 2500 with an 8 foot bed, but because this is a universal fit, there isn't any specific fit information for your truck, though I can help you determine if they will.

The Brophy tie-downs simply require your Ram's bed rails to be a maximum of 5-1/2" wide with at least 2" of space beneath the bed rail. Also keep in mind the tie-downs will not fit if your Ram has a drop-in bed liner, plastic bed rails, double-walled bed, or side-step bed.
