Our driveway has a steep decline and I'm concerned about adding a hitch and rack on my 2019 Subaru Outback. Is there a hitch and bike rack for my 4 bikes that I can use without scraping it backing out? What do you recommend that won't break the bank?

A couple things to consider are that you want a hitch with the best ground clearance plus a bike rack with rise in the shank to reduce your odds of making contact with your driveway backing out.
For a hitch, the etrailer Trailer Hitch Receiver # e98847 is the one I recommend. As far as ground clearance goes we found that to be 16" from the ground to the top inside of the receiver so you're really looking at about 13-3/4" above the ground when we take into account the 2" receiver and the collar around it.
Since you have limited ground clearance due to a steep driveway, I would go with a platform bike rack that has a rise in the shank for a few reasons. They typically will make contact with the ground before the bike would, which protects the bikes, and because they hold the bikes from the bottom, it gives you a more palpable idea of just how much ground clearance you're working with. Plus, the bikes are going to sit totally level.
The Curt 4 Bike Platform Rack # C18087 is your best choice if you're looking for functionality AND value. Because it has a 10" rise in the shank, it will offer plenty of ground clearance for your bikes, which will sit approximately 23-24" from the ground when mounted on the etrailer hitch receiver.
