Yes, the Peterson Clearance or Side Marker Trailer Light w/ Reflector # 423000 matches exactly what you need. It's 4 inch long by 2 inch wide and has mounting holes that are 3 inches apart on center.

Yes, the a-frame jack mounting holes are concentric therefore you can rotate an a-frame tongue jack such as the Stromberg Carlson Electric Trailer Jack part #JET-3755.
