According to the online owner's manual for the 2018 Ram 3500, the fuses related to trailer lighting and trailer power are below. The fuse location, fuse value and function are listed for you.

F81 20 Amp Yellow Trailer Tow Right Turn/Stop Lights
F53 20 Amp Yellow Trailer Tow – Left Turn/Stop Lights
F28 20 Amp Blue Trailer Tow Backup Lights – If Equipped
F29 20 Amp Blue Trailer Tow Parking Lights – If Equipped
F30 30 Amp Pink Trailer Tow Receptacle

I'll also link you to a wiring troubleshooting article that you might find helpful.

What fuse is it that works the lights on the trailer. The brakes lights and hazards work but not the park/running lights.

It’s a 2018 2500 Dodge Ram 6.4L Gas-if you’re needing to know that.

For your 2018 Dodge RAM 2500 I found a copy of your owners manual online. On page 458 is a chart of all your truck's fuses. The fuse for “Trailer Tow Parking Lights” is F29. While you are in there, check F30 “Tow Receptacle,” F53 “Left Turn/Stop Lights,” and F81 “Right Turn/Stop Lights.” My assumption is that you are checking truck fuses because (with the trailer disconnected) you checked for voltage on the running lights on the bumper 7-way connector and did not find any power. I have attached a article on trailer wiring, including a chart of which pins do which functions. The Performance Tools # PTW2992 tester makes testing your 7-way easier. You could also use the Tow Ready # TR20117 tester, but it is just a one-trick pony.
