For my truck camper and bumper pull horse trailer. Can I also use a hitch cargo carrier?

Based on the picture of your set up you would not be able to use a hitch mounted cargo carrier but I do have possible solutions for you. One option is to use the Trailer Tray cargo carrier # CC-255 if there is space enough for it on your trailer. I have linked a video review of the Trailer Tray for you.
The other option is to install a front mount trailer hitch on your 2015 Ford F-350 and use a cargo carrier at the front. There are some things to consider though. The cargo could block the vehicle lights, reduce driver visibility, and restrict airflow to the motor so keep that in mind.
For a front hitch you can use # 65049 for a 2-wheel drive model or # C31018 for a 4x4. I have linked videos of both hitches for you. You could then use a cargo carrier such as # 63153.
