are there weight limits on a 13 in galvanized wheel. I just bought two rims that have marathon st175/80r13 c range tires on them but only one of teh rims list a max load

Yes, 13 inch galvanized steel wheels do have weight limits. For example, the Dexstar Steel Spoke Trailer Wheel, part # AM20234, that you referenced has a weight limit of 1660 lbs at 65 psi. Other rims will have other weight limits based on their design.
What I am trying to say is that there is not an industry standard on 13 inch steel wheels as far as weight capacities go. There are some that have higher weight capacities and some with lower capacities. I will say that a majority of them have the weight capacity of 1660 lbs at 65 psi though. Also, most wheels will be rated at a weight that is higher than any tire that would fit the rim.
The ST175/80R13 Load Range C Radial Trailer Tires have a weight capacity of 1360 lbs at 50 psi. I would strongly recommend you stay under the weight capacity of your tires.
