Recommended Equipment for Flat Towing a 1996 Toyota 4Runner 4x4

Can I flat tow a 96 4runner, 5spd,4x4,manual transfer case? If so, does California require a braking system? What base plate and weight rating bar should I get from you? Thanks!

As long as your 1996 Toyota 4Runner is the 5 speed manual 4 cylinder, then yes, you can flat tow it. You will need to check your owner's manual to make sure that you follow any specific instructions on flat towing as well.
For base plates I recommend using the Blue Ox Base Plate Kit, part # BX3728. These are my favorite option for base plates because it has a very clean look once it is installed.
For a tow bar I recommend going with the Blue Ox Alpha Tow Bar, part # BX7380. This bar has a weight capacity of 6,500 lbs and comes with the safety cables that are required when flat towing.
Since you are required to use brake lights on your flat towing setup, I recommend using the Custer Wireless LED Tow Light, part # LIW-LDTL. This kit simply sits on top of your 4Runner and the 7-Way Blade Connector will connect with the 7-Way connector on the back of your RV.
If you live in California, you will need to check with local authorities about using a supplement braking system since laws are constantly changing. If you are planning on driving to California and will be passing through a few different states, it is best that you go ahead and get one since laws will vary depending on where you are passing through.
The supplemental braking system that I recommend is the Roadmaster Even Brake, part # RM-9400. The great thing about this system is that it is very easily installed and can be used with most vehicles. It is also proportional which means that it applies the brakes according to the amount of pressure that is applies to the tow vehicle's brakes.
You may also need to use a High-Low adapter to ensure that you are towing at the proper height. I am attaching a link to our High-Low adapters and how to choose the right one for your application as well.
