Is one better/more reliable than the other for use in 594XT sidearm? OEM is the 853-7006.

Like you said, replacement strap # 853-7006 is the correct replacement for the Thule Sidearm bike rack.
The other strap, # 753-3001, is designed for the Thule Echelon, Doubletrack, and Big Mouth bike racks and will not fit the Sidearm. So the best option for your Sidearm bike rack is # 853-7006.

Would these straps be compatible with older models of the Thule T2 hitch bike rack? I need longer straps for my plus size tires and looking at the pictures it seems like they would fit.
